Transferring a Pennsylvania Car Title is very easy and Centre County Mobile Notary makes the whole process easy for you by coming to you! Our cost for a Title Transfer is $30.
It important that the seller(s) and buyer(s) do not sign the title until the Notary is present to witness the signing. It is also important that the each party signs and prints their names in the appropriate boxes on the title and that the seller(s) prints their names just the way it’s shown on the front of the title.
PennDot Forms
- MV-3 (PDF) – This form is to be used to verify the Fair Market Value* of passenger vehicles, trucks with a registered weight of 11,000 lbs. and under, motorcycles and recreational vehicles (motorhome) manufactured during the past 15 model years.
- MV-13ST (PDF) – This form must be completed by all transferees and transferors and submitted with Form MV-1, MV-4ST or Applicant Summary Statement, for any transfer for which a gift exemption (Exemption 13) for purposes of Pennsylvania Sales and Use Tax is claimed.
- MV-16T (PDF) – This self-certification form is to be used for titled mobile homes or manufactured homes when the home is NOT anchored to the ground to facilitate connections with electricity, water and sewerage OR was not used as a residence immediately preceding the transfer OR was not previously titled in PA.

Box A Back of Title: This box is where the seller will sign over the title to the buyer. The seller will write in the odometer reading and check the appropriate box based on the state of the odometer is applicable. The buyer will fill out their address, purchase price then sign and print their names on the appropriate lines. The seller will sign and print their name(s) just as it is on the front the title. All this is done in front of the Notary which will then sign and stamp the title.


Box D Front of the Title: The buyer will fill out the lienholder information. If there are two liens, then both sections of the lien information must be filled out. If there are no liens, both boxes must be checked.
The buyer will sign the lien information and the Notary will complete and stamp the Notary secions.
We are not an authorized PennDOt dealer so once the title is signed and notarized, you have to go to an authorized dealer it get your plates and submit the notarized title to PennDOt.
